バイヤーから以下連絡がきました。
私は関税はバイヤーの負担と認識しています。
また、私は配達が遅れた理由が税関なので、配達が遅れたことが理由でキャンセルの理由にはならないと思います。
この返却リクエストは断ろうかと思いますが問題ないでしょうか？

I got a mail from the buyer (attached).
I assume that the buyer should pay any customs fee.
Besides, as the customs was the reason for the delayed delivery, I think it should not qualify cancellation.
I am going to turn down the buyer's request. Am I right to do so?

turn down はまずかったなーと思ってます。ここはやはり
I am going to reject the buyer's request. にするべきでした。

qualify っていいでしょ？これを使わないと、なんでも　cannot とかになっちゃう。
