Confirmed addressになるにはAddress Verification Systemに対応したクレジットカード会社のカードをPaypalのアカウントに登録して、Expanded Use enrollment processを済ます必要があります。
Almost every country's PayPal account except U.S, U.K. and Canada are Unconfirmed address. To be Confirmed address, you have to register Address Verification System compatible credit company card to PayPal account, and execute Expanded Use enrollment process.
