見積金額がA社とB社で異なるのは下記3点が理由です。
・A社は初年度であるため、初期コストを考慮しているから
・A社はクライアント数が多いのに対し、B社はクライアント数が非常に少ないから
・B社との当初契約において、見積時間を実績時間が大幅に超過したから
会社名に「C」という文字がついている場合は法的な義務がありますが、会社名に「U」という文字がついている場合には法的な義務はありません。
The reasons why the estimate of A and B is different are as follows.

A has many clients whereas B has very few clients.
In the initial contract with B, time for making an estimate exceeded time for carrying out it tremendously.
There is a legal obligation in case where "C" is included in the name of the company whereas there is no legal obligation in case where "U" is included in the name of the company.
