１９７３年の第一次石油危機によって日本経済は深刻な打撃を受けた。トイレットペーパーや洗剤などの買いだめ騒動が起こったほか、日祭日のガソリンスタンドの閉鎖、深夜のネオンサイン点灯規制などが実施された。原油価格の引上げによって石油製品価格や電力料金、都市ガス料金が相次いで値上げされた。１９７４年度にはGNP成長率が戦後初めてマイナスとなり、消費物価はその後３年連続で１０％以上上昇した。第一次石油危機の当時、日本の石油依存度は76.4%であり、エネルギー供給は輸入に依存していた。

Beside the riot of hoarding toilet paper and detergent,enforcement like shutting down gasoline stations during Sunday and holidays,restriction of lighting the neon sign lamps at night were taken into practice.With the rising of the crude oil price,the price of petroleum products,electricity,city gas was raised one after another.
In 1974,the first time after the World War Ⅱ the growth rate of the GNP was minus,and in the consecutive three years the consumer price continued rising by 10% each year.
By the time of the First Oil Crisis the dependency on petroleum of Japan was 76.4%,and the supply of energy was depended on importation.
