facebook広告の支払方法をPayPalで設定をすると、以下のエラーが表示されます。
PayPalに問合せをしたところ以下の回答でした。
エラー画面がfacebook様のエラー画面となります。
先にご案内した通り、ペイパルアカウントの状態には問題がありませんので、facebook様側でエラーが出ている可能性がございます。

I asked to PayPal and got their answer as follows.
The error is in Facebook.
As we informed previously, your PayPal account has no issue, and it is possible that the error is occurring in Facebook side.
