Chinese legislators have passed the first amendments to the country’s environmental protection law in 25 years, promising greater powers for
environmental authorities and harsher punishments for polluters.

The amendments, which the Standing Committee of National People’s
Congress passed on Thursday after two years of debate, will allow
authorities to detain company bosses for 15 days if they do not
complete environmental impact assessments or ignore warnings to stop
polluting. The new law will come into practice on 1 January.

中国における議員は、25年ぶりに国の環境保護法の修正第一条を可決し、環境に関連する機関により大きな権限を与え、汚染を引き起こす者に対してはより厳しい処罰を与えることを誓った。

2年間の話し合いののちに木曜日に全国人民代表大会常務委員会全国人民代表大会常務委員会によって可決された修正案は、企業が環境に対する影響評価を完了しなかった場合や、汚染を辞めるよう注意をされたのにも関わらずそれを無視した場合、企業のトップを15日間拘束することをその機関に許可する。新しい法律は1月1日に施行される。

Since China’s environmental protection law was passed in 1989, the
country has become the world’s second-largest economy and its biggest
carbon emitter; decades of breakneck economic growth have left many of its rivers desiccated and its cities perennially shrouded in smog.

Over the past year, the Chinese government has begun to emphasise
environmental protection in its official rhetoric. The new law “sets
environmental protection as the country’s basic policy,” state news agency Xinhua reported.

At an annual parliamentary meeting in March, premier Li Keqiang said
that the government will “resolutely declare war against pollution as
we declared war against poverty”.

中国の環境保護法が1989年に通過してからは、中国は世界で二番目に大きい経済大国となり、最も大きい炭素放出国となった。何十年にもわたる急激な経済成長が、多くの河川を干からびさせ、都市を常にスモッグで包み込んだ。

Greenhouse gas emissions from agriculture would be cut by 25-40% if Europeans cut their meat and dairy consumption by half, according to a UN report.

Scientists from the UN Economic Commission for Europe say that as well as cutting air and water pollution, adopting a "demitarian diet" – cutting meat and dairy consumption in half – would lead to a 40% cut in Europeans' intake of saturated fats.

The vast majority of saturated fats come from animal products that can lead to cholesterol problems and obesity, and such a cut would bring levels to within a range recommended by the World Health Organisation.

Prof Mark Sutton, one of the authors who coined the term demitarian and is one himself, said despite powerful farming lobbies it was not "pie in the sky" to envisage such a cut in meat consumption. But he said the team was not taking a position on how best to encourage people to change their food habits.

"When we've seen people urged to be vegetarians I've personally seen that that can lead to a backlash because many people want to eat meat.

From the environmental point of view, it's not about whether you eat meat or dairy, it's about how much," he said in London on Thursday.

The report, Nitrogen on the Table, examined the impacts that changes in consumer food habits would have on nitrogen emissions from livestock.

It said a 50% cut in meat and dairy intake would cut greenhouse gas emissions by 25-40% depending on what the freed-up land was used for. The amount of imported soybeans, mostly used to feed livestock, would fall by 75%.

The taskforce concluded that the amount of nitrogen lost into the wider environment – into the air and into water – was 25 times higher per unit of food protein from beef than for cereals.
