I just got off the phone with PayPal to see why that your payment has not gone through. They said you had tried many times yesterday to pay for this record. They said the first thing you should do is contact your bank or the credit card company that you were trying to pay for this item with to see what is the problem and to see why your payment is being denied. They said after you do that , then you should give PayPal a call. Thanks for trying to buy this record from me. I hope that you work things out so that you can pay for the record. Best regards,

省略しすぎです。もう少し原文に忠実に訳されたほうがいいかと思います。
