With Rest of the World selected its not possible to disable certain countries. This is literally saying "all countries" are ok to ship to as a group (and one set of rates). The setup only happens one time for a store typically so for your case you will want to add the countries that you will be shipping to (and research the rates, customs requirements etc).

You can add countries in groups however, such as Europe, North America and delete specific countries as needed. I think this is what you are trying to accomplish.

Another option is not only enable specific countries such as Canada, USA and UK and modify the no shipping rate message to say "Contact us for a customized shipping quote"
