１９７８年のエネルギー供給量は１９７３年から５％ほど増えたものの、石油依存度は低下した。エネルギー供給量の内訳では、一次電力と天然ガスの増加が目立つ。原子力発電は１９７８年には１３地点で行われ、発電電力量の10.5%を占めていた。1965年に設置された通産大臣の諮問機関である総合エネルギー調査会は答申を二回出し、1970年に出された第二次答申では1975年のエネルギー供給予測を上方修正した。この予測は石油危機を織り込んでいなかったため、現実の数値とは大きく異なることとなった。

Nuclear power was generated in 13 spots in 1978 and the amount was 10.5 % of the total of electrical power generation. The Advisory Committee for Energy established as the advisory panel of the Minister of International Trade and Industry in 1965 reported twice. The second report submitted in 1970 raised the forecast for energy supplies of 1975. The prediction did not integrate the oil crisis, so it was immensely different from the real figure.
