戦前の日本において油は主に灯火用として使われ、熱源としての利用は極めて小さかった。石油と種油が使われたが、石油ランプの普及に伴い、種油の利用は神仏用などに限定されていった。農村においては定額料金の電灯を1灯しか契約しない家庭が多く、その他の場所では石油ランプが使われた。都市部においても電力供給の不安定性から、石油ランプが保有されていた。1920年代前半まで、家庭灯火用の灯油需要は石油需要全体の大きな割合を占めていた。石油を動力として利用していた主要産業は製茶と農業であった。

Oil and seed oil had been used, but the use of seed oil was gradually being limited to the gods with the spread of the oil lamp.
Most of families contract only one light with the flat rate in rural area and oil lamps were used in the other area.
Oil lamps were hold also in urban areas in the point of view of the instability of the power supply.
Until the early 1920s, demand for lamp oil for family use had accounted for a large proportion of the total oil demand.
Major industries which had used oil as a power source were agriculture and tea industry.
