ドコモに確認をした所、SIMを貰うには事務手数料◯円とプリペイド額を払わなくてはならないそうです。
色々なお店をまわって聞いてみましたが、日本国内ではPSvitaの中古は基本的にSIMカードを抜かれて販売されているそうです。

As I confirmed with Docomo, you have to pay ○ jpy for the administration fee and the amount of the prepaid in order to get SIM.
Though I asked many shops, the secondhand PSvita is sold with SIM card basically extracted.
