permalinkをタイトル名ではなく以下のように数字に変更することはできませんか？

現在だとタイトルに日本語を使っているのでpermalinkは日本語になります
大きな問題はないのですがTwitterなどでtweetする際に日本語のURLはとても長いURLに自動で変換されてしまいます

functions.phpの1337行目辺りを変更すれば良いと思うのですが、対応してもらえますか？
おそらく英語圏以外の地域では同様の問題が生じると思います
サポート外かもしれませんが返答お願い致します

Can you change the tittle of permalink as follows ,not the title name?

Currently,because I use the Japanese in the title,permalink are in Japanese.
It is not the big problem,but when you tweet such as Twitter,URL of the Japanese will be converted automatically to a very long URL.

I think that it is good to be changed around 1337 line of functions.php.Can you support?
Probably,I think the same problem arise in the area of non-English speaking.
It may be unsupported, but please answer.
