The internet is not required to register. Most likely he has not entered the numbers correctly. It's easily possible to swap two numbers and it will get past validation, but it's not properly registered and will revert on startup.

Get him to read out the numbers to you, and you check them

Alsop ask him to look on Help > About. What does it say (either Unregistered or it has his code)
