Order Number: AAAAについて

UPS追跡番号を確認したところ、
日本に荷物が入ったところでUPSに止められてしまいました。
事情を聞いたところ、医薬品は書類がないと輸入できないということでした。
なのでamazon.comに返品ということになりました。
amazon.comでは日本へ注文できない商品は注文できないような仕組みになっているはずですが
この商品は設定ミスでしょうか？
また、返品された商品の返金はどうなりますでしょうか？

When I tracked the percel, I found that the percel was stopped by UPS when it arrived in Japan.
They said that drugs and medicines cannot be imported without certain documents.
So they will be sent back to amazon.com.
With amazon.com system, we can't order items which can not be imported to Japan.
Were there any setting error with this item?
How about the returning shipping cost?
