こんにちは。ebayは勘違いしているのかもしれません。アメリカのセラー以外は、返送料のラベルを発行できないのです。そういった仕組みがないようです。これはebayのジャパンカスタマーにも確認しましたので正しい情報だと思います。私は日本のセラーなので返送ラベルを作れません。
ですのでpaypalから返送料を先にあなたに送金します。
返送料がいくらかかるかをお知らせください。その金額にpaypal手数料を加算して送金します。
お手数ですが、私の住所を記載して返送いただけませんでしょうか？

Hello. Maybe ebay does not understand correctly. Other than sellers in the United States, you can not issue a return fee label. There is no such system. I think this is the correct information because we also confirmed to ebay customer support in Japan. I can not make a return label because I am a Japanese seller.
So I will remit a return fee to you from paypal.
Please let me know how much is the return fee. I remit it adding the paypal fee.
