支払いが遅くなり申し訳ございません。何度かペイパルにて支払いを試みましたが、ペイパルの登録アカウントが日本のため支払い画面に進めません。
私は仕事の都合上、ペイパルの登録アカウントをアメリカに変更することはできません。
御社の方でペイパルの登録アカウントが日本のままでも支払いができるように変更できないでしょうか。もしくはこの取引をキャンセルさせていただけないでしょうか。ご連絡お待ちしております。

Please excuse the late payment. I tried over and over to make payment through PayPal, but due to my account being registered in Japan, it would not let me past the payment screen.
Due to work circumstances, I am unable to change my PayPal account to be registered in America.
You wouldn't be able to make so that your company could accept payments from Japan, would you?
If not, perhaps we should cancel this deal. I await your response.
