 FCLPは、陸上の滑走路を空母の甲板に見立てて艦載機が降下と上昇を繰り返す訓練。騒音問題の深刻化を受け、1991年から暫定的に硫黄島(東京都)で実施している。
 日米の外務・防衛担当閣僚による安全保障協議委員会(2プラス2)は旧民主党政権時代の2011年6月、FCLPの移転候補地として馬毛島を共同文書に明記した。16年に売買交渉が本格化したが、島の大半を所有する開発会社「タストン・エアポート」(東京都)は一時、約200億円を要求。防衛省は約50億円を主張し、交渉は平行線をたどっていた。
 こうした中、今年10月に同社の社長が交代。新社長は価格交渉に柔軟な姿勢に転じ、政府との協議が進展した。岩屋毅防衛相は10月26日の記者会見で「FCLP施設の確保は安全保障上、極めて重要な課題。協議を加速したい」と述べた。
 FCLPは硫黄島が悪天候で使えない場合には、米軍厚木飛行場(神奈川県)や米軍三沢基地(青森県)で実施されるため、現在、空母艦載機部隊が駐留している米軍岩国基地(山口県)を含む3県が騒音被害などを訴えていた。
 馬毛島は無人島。岩国基地からの距離は馬毛島が約400キロ、硫黄島が約1400キロで、米軍にとっても移転はメリットがある。交渉がまとまれば、政府は地元に説明し、理解を求める方針だ。昨年3月の西之表市長選では移転反対派の八板俊輔氏が初当選した。ただ、八板氏は就任後に「ニュートラルな立場」を表明し、市民には経済効果への期待もある。一方、地元医師会や漁業者の一部は移転に反対している。

Field land carrier practice consists of repeated takeoff and landing drills done on the runway of an aircraft carrier. Field land carrier practice had been temporarily carried out on Iwo Jima (Tokyo Metropolitan Prefecture) since 1991 after the seriousness of noise pollution was understood. According to Japan-US Foreign Affairs and Defense Ministers' Security Council Committee (called “2 plus 2”), Mageshima was specified as a proposed site for the relocation of field land carrier practice in a Democratic Party of Japan era joint statement, in June 2011. Purchase price negotiations were in full swing in 2016, but the development company (Taston Airport) that owns the majority of the island demanded 20 billion yen at that time. Negotiations stalled as the Ministry of Defense demanded around 5 billion yen. While the stalemate continued, the corporation changed president in October 2018. The new company president took a more flexible stance on the price negotiations, and discussions with the government progressed. Minister of Defense Iwaya stated at an October 26 press conference, "Securing field land carrier practice facilities is an extremely important matter. I would like to speed up discussions." When Iwo Jima can't be used for field land carrier practice in times of bad weather, they are carried out at the Atsugi US Armed Forces airfield (Kanagawa Prefecture) or Misawa American military base (Aomori Prefecture). Including the Iwakuni American military base (Yamaguchi Prefecture) where the carrier-based aircraft forces are currently stationed, these three prefectures have all filed complaints concerning noise pollution. 神奈川県葉山町で2015年8月、海水浴客の列に飲酒した男の車が突っ込み3人が死傷したひき逃げ事件で、死亡した女子美術大2年の浜口望さん(当時23歳)の両親=神戸市=が運転手と同乗者計4人に1億1356万円の損害賠償を求めた民事訴訟があり、神戸地裁(黒田豊裁判長)で28日、和解が成立した。
 遺族側弁護士によると、刑事事件で起訴されなかった同乗者3人についても、飲酒運転を止めなかった法的責任を認めた上で、4人が連帯して解決金6300万円を支払う異例の内容という。4人が遺族に謝罪することも盛り込んだ。
 事件は15年8月23日午後5時ごろ発生。葉山町の県道で乗用車が海水浴客らの列に突っ込み、そのまま逃走した。浜口さんが死亡、2人が重傷を負った。運転手の男(23)は自動車運転処罰法違反(危険運転致死傷)などの罪で懲役11年の実刑判決を受けて服役中。道路交通法違反(酒気帯び運転)容疑では不起訴処分となり、同乗者は酒気帯び運転のほう助罪には問われなかった。
 両親は望さんが残した作品を基にポスターを作り、約5000枚を配布するなどして、飲酒運転の撲滅を訴えてきた。父栄俊さん(54)は和解成立後に「運転を止めなかった人にも責任があることを世間に訴える前例となった」と意義を強調した。

In August 2015, in Hayama Town, Kanagawa Prefecture, a man driving under the influence rammed his car through a group of beachgoers in a hit and run incident resulting in three casualties. The parents of Nozomi Hamaguchi (23 years old at the time of the incident), a 2nd year university art student from Kobe City who died in the incident, have filed a damages suit against the driver and the three other passengers in the car, demanding 113,560,000 yen in compensation. On November 28, a settlement was reached in Kobe district court.
 According to the bereaved family's attorney, even though the three passengers were not criminally prosecuted, the fact that they bear the legal responsibility to stop drunken driving is a basis for an exception where all four are liable to pay to a 63 million yen settlement each. The four will also apologize to the family of the deceased.
 The incident happened on August 23rd 2015 at around 5PM. The car was driving down Hayama Town's prefectural road when it rammed into a group of beachgoers and fled the scene. Ms. Hamaguchi died, while two other were left with serious injuries. The man driving the vehicle (23) was charged with vehicular manslaughter and is now serving an 11 year prison sentence. Since the driver was not prosecuted on a Road Traffic Law transgression charge (driving under the influence), the three passengers were not be charged with abetting drunken driving.
 Nozomi's parents made 5000 posters based off artworks that she left behind and distributed them as a plea to put an end to drinking and driving. After the settlement was reached, her father (54) emphasized the significance of his daughter's case by saying "this has set a precedent in our society so that those who don't stop drunken driving are also responsible."

JR京橋駅(大阪市城東区)のホームの屋根を支える柱に亀裂がみつかった問題で、JR西日本は27日、過去の地盤沈下でホームがゆがむなどし、長期にわたり支柱に負荷がかかった可能性があることを明らかにした。
 同社によると、駅ホームは1932年に盛り土の上に造成。周辺では昭和初期に地下水が大量にくみ上げられたが、駅の地盤沈下は96年ごろに止まっていた。今回の問題発覚後も新たな沈下は確認されなかった。
 ホームの屋根は49年に造られたが、今回の支柱が建てられた時期は不明。今月21日の巡回でも異常はなかったが、同社は過去の地盤沈下で生じたゆがみが、支柱に負荷を長年かけていた可能性があると推定した。
 亀裂は23日未明、ホームの屋根の支柱と梁の接合部にみつかり、梁に付いていた蛍光灯8本が落下した。
 過去に盛り土の地盤沈下が確認された東海道線甲子園口駅(兵庫県西宮市)と湖西線堅田駅(大津市)でも点検をしたが、異常はなかったという。

Past confirmed sunken embankments at Koshien Exit Station ( Nishimiya City, Hyogo Prefecture) on the Kosai Line and at Katata Station on the Tokaido Line (Otsu city) were inspected, but no abnormalities were found.
