According to the explanation given by the Japan post, the Air Bag Vest contains gas cylinder which is prohibited to be on board.

It is understand that CO2 in the gas cylinder is not flammable but it is still catergerised as a dangerous and prohibited item for air freight.

To solve the problem, we can send the vest without the gas cyclinder, and you can purchase the gas cylinder from any of the distributors near you.
