CFS, as I have been explained, is a document released by Japanese government, said that the drugs are free to sell. Please check at the link. And please remember, I have been said that Health certificate (also released by Japanese government) of these drugs can replace for CFS.

I will ask Vietnamese custom if for first time with sample, whether we can receive it without agreement document or not. But for further, we still need to make it.
