私は現在アフリカに行っている資金者にペナルティ請求をしたところ、関係者の間で大きく揉めてしまいました。
「何故、資金を準備しているのにあなたからペナルティと言われなければいけないのか」と怒られました。
これでは現地でのリリースが完了してもこの資金者が75Kの送金をしてくれるかわかりません。

私はペナルティの仕組みを聞いて理解したし、異論はありません。
しかし、今回のケースは違います。

As I charged penalty on fund provider who is now in Africa, it resulted in huge dispute between involved persons.
I was scolded saying "Why do you have to get penalized by you while we are preparing the fund?"
At this rate, even if local release is completed, I don't know if the fund provider would send 75K or not.

I heard and understood how penalty works, and I have no objection.
However, this case is different.
