ひょっとしたらdeclare（税関申告）とclearの取り違いかなと思いました。saleとshippingも勘違いされていたかもしれないでしょうか。

レビューありがとうございました。declare ではなくて、許可されていないという意味で、has not been cleared ... と書きました。 clearには許可、承認するという意味があります。そして、元の文章を見ると、オンライン販売の出品と解釈したため、sale とう表現を選びました。Shipping だと実際商品を送ったことになりますが、元の文章には明確に記載されていません。最初の文章にも Ship より made available という表現にしました。
