9.5 feet in US would be around 27.5 in Japanese size.
however, width etc are very different and I think it's better to buy larger size, how about following item in 28cm?

I cannot say for sure these will fit because I haven't actually seen your foot, so please kindly understand.
Next size 30cm would be around 12 feet, so I think it's too large for you.
