太平洋戦争の時期に行われた設備拡張によって、鉄鋼、アルミニウム、工作機械などの重工業では、戦時中から戦後にかけて生産能力は増加していた。石油の精製や銅の製錬についても、その生産能力は維持された。水力発電や鉄道などのインフラの被害は少なかったものの、繊維工業の戦争被害は甚大であった。これらの要因が戦後日本を重工業化へと向かわせた。気候不順であった1945年には農業労働力の低下や肥料不足と相まって収穫が激減した。外国人強制労働を失ったことで、石炭の生産量は10分の1近くになった。

Translation

Due to the Infrastructure expansion that took place during the period of the Pacific War, production capacity of heavy iron and steel, aluminum, and machining tools, had increased during the war and post-war periods. Also the production capacity of smelting and copper refining of petroleum was maintained. Damage to infrastructure such as railways and hydroelectric power was small, but damage to the textile industry was enormous. These factors directed the heavy industrialization of Japan after World War II. Farming decreased sharply through lack of fertilizer and a decrease of the agricultural labor force in 1945. As the foreign workforce had been lost, coal production fell close to 1/10th of it capacity.
