On innovation and the dream of becoming a startup hub in Asia

The Philippines has been touted to be the next startup hub in the Asia Pacific region. But will our increasing focus on outsourced services be a limiting factor?

Developer and startup organizations are holding startup competitions, hackathons, meetups and other community activities in the Philippines. There seems to be an influx of interest in the local startup scene, be it in Manila, Cebu, Davao or other regions that support entrepreneurship in the country. Big corporations like Globe, Smart and First Pacific are also getting into higher gear with their involvement in the startup scene. You’d think it’s all smooth sailing from here.

フィリピンは、次のアジア太平洋地域のスタートアップのハブになるともてはやされている。サービスのアウトソース化に注目が集まりつつあることがその制限要因となるだろうか?

But it’s not all rosy. There’s something bigger happening in the Philippines, which is becoming a fundamental shift in our attitude toward innovation and entrepreneurship. And it’s starting to worry some members of the startup community.

In particular, it involves the growth of the business process outsourcing (BPO) industry in the country — more specificlly, the big shift in the mentality in the nation when it comes to education and profession.

On GMA News Online, Kevin Leversee writes that the educational system and government are missing the point, and wonders whether the country can, indeed, be the next Silicon Valley.

しかし、すべてがバラ色というわけではない。フィリピンではあるより大きな動きが起きており、イノベーションと起業家精神に対する私達の態度の根本的な変化をもたらしている。そして、それが一部のスタートアップコミュニティのメンバーに不安を与え始めている。

“By focusing on services, Philippine universities – and the economy for that matter – are missing out on new waves of innovation. The country and its graduates are performing the services for innovating companies and individuals globally.”

There’s nothing wrong with being heavily invested in the BPO industry. In fact, the Philippines seems to have found its competitive advantage, and we’re on the right track in bringing in much-needed economic activity and investment from abroad. However, the problem here is that in the rush to add to the BPO manpower, we seem to be focusing on churning out graduates who would rather become capable employees in the services industries than entrepreneurial individuals seeking to innovate.

There is a focus on gaining the right skills for taking services jobs. But there’s a trap here. “Innovation is never going to happen in cultures that push education simply to get good services jobs,” writes Kevin.

I’m a big fan of BPO, myself, whether it’s a structured setup or one that is crowd-sourced, which seems to be the next entrepreneurial BPO trend in the country. But if that’s all we want our country to be known for, then this might no be too forward-looking. Rather, we should seek to innovate.

サービス関連の仕事をするために必要なスキルを習得することに焦点が置かれている。しかし、ここに罠がある。「サービス業の良い仕事を得るためだけの教育を推し進める文化では、イノベーションが起こることはない」と、Kevin は記している。

We are actively servicing foreign firms that take credit for innovation. We do have the skills, but perhaps there’s still the risk-averse nature in us that tells us to go for that more stable job than venture it out with trying to execute a good idea.

What can be done

In my mind, here are a few things we can do — and some already being done — to support entrepreneurship in the country.

・Ensure government support for the startup ecosystem. In the October PhilDev economic forum, President Benigno Aquino III lauded the efforts of Silicon Valley-based groups in supporting the local startup ecosystem. This will need follow-through, though, with partnerships between and among government agencies and the groups that seek to promote startup activities.

・スタートアップのエコシステムに対する政府援助の確保。10月のPhilDev経済フォーラムでは、Benigno Aquino III大統領が、国内のスタートアップエコシステムを支援するシリコンバレーを拠点とする複数のグループの努力を称賛した。しかし、政府機関とスタートアップ活動の発展を求めるグループの間、また関係機関の間でのパートナーシップと共に、これは最後までフォローが必要になる。

・Promote entrepreneurship in the educational system. The local curriculum at elementary and secondary levels usually have a mix of technical and practical skills that can help a student get ahead in terms of proficiency in the arts and sciences. Government is already advising High School graduates to go for entrepreneurship courses in college, but there seems to be a lack of solid foundations when it comes to business sense for younger students.

・教育システムで起業家精神を推進。国内の初等教育、中等教育レベルでのカリキュラムは通常、芸術と科学の分野での習熟という点で生徒たちが進歩することを助ける技術的、実際的なスキルの混合を用意している。政府はすでに高等学校の卒業生に、大学では起業家精神の講義を受けるように指導しているが、より若年の生徒達のビジネス感覚に関しては、確かな基盤に欠けているようである。

・Involve big business. As earlier mentioned, big firms already have a stake in the local startup ecosystem, particularly by supporting startups in terms of funding, partnerships and mentorship. This is mostly in the technology and communications sectors, though. How about other sectors?

・Give incentives to startups. I have been wondering about incentives given by governments to tech startups and online entrepreneurs. Some examples that come to mind are tax holidays and benefits.

・大手企業の関与。先に触れたように、大手企業はすでに国内スタートアップのエコシステムに出資をしており、特に、投資やパートナーシップ、メンターシップに関してスタートアップを支援している。しかし、この多くは、テクノロジーとコミュニケーションの分野のことである。他の分野はどうなのだろう?

・スタートアップにインセンティブを与える。政府がテックスタートアップやオンライン起業家にインセンティブを与えてはどうか。私が思い付いたものには、免税期間と税制優遇などがある。

・Make it easy to register a business. Another thing that can help encourage entrepreneurship among the citizenry is by making it easy to register a business. A World Bank study has deemed the Philippines among the worst countries in terms of ease of doing business. Efforts by the Department of Trade and Industry to revamp the business registration process are a good start.

We have a long way to go, and there are even fears that the startup scene in the country may still be too premature to focus on. But I don’t think we should just let the opportunity pass by putting too much highlight on outsourcing industries without also looking into how we can better innovate through startup businesses.

Can Chat Apps Be Mobile Platforms?

Chat apps are everywhere now in Asia. But why is everyone doing that? I have a hypothesis. That is, everyone is looking to be the next big mobile platform.

Yesterday we saw DeNA launch a chat app named Comm. While Rick pointed out that DeNA describes itself as an internet company, it is essentially a gaming company. It makes more than 90 percent of its revenue through games. And according to someone close to DeNA, the Japanese gaming company isn’t one that is looking to diversify much for now.

Maybe that is changing, but I believe that DeNA is looking for an alternative way to capture smartphone users, as the company indicated to us today. Texting over data is a basic function for smartphone users, and there are bazillions of options to choose from. But DeNA reckoned that it is worth a try anyway.
